The Gas Crisis in NSW

It is absurd that the second-largest exporter of natural gas on the planet needs to import natural gas from other nations. Despite spending about $200 billion over the last decade to become an exporter of gas for energy-hungry Asian economies, Australian governments have neglected the needs of its own citizens. The alarms bells went off across Australia as the energy market regulatory body, the AEMO, came out at the end of 2017 with a stunning report saying that the nation is fast approaching a shortage in gas. It was only after government pressure on local plants to ramp up production that the AEMO revised its forecast. Many analysts do not see the crisis averted for long, with demand expected to eclipse supply of gas in a few years.

What’s causing this crisis in NSW?

The shortage in gas is sparking from falling output in Australia’s current gas reserves as well as a temptation to profit from record-high prices in the Asian natural gas market. Chemicals used in the process of fracking are banned in NSW, along with coal seam gas (CSG) exploration around houses or farms as it extracts volatile methane from coal beds. The federal government’s ex-Energy Minister Josh Frydenburg has said that fracking output from the Northern Territory itself will supply enough gas to cover any shortfall. Frydenburg has also come out saying that Australians are “starting to pay the price of the states’ gas development bans”.

What lies ahead for average, hard-working Australians?

Increasing gas bills will squeeze the amount of income Australians have at their disposal. At least four gas import projects are waiting for construction in Australia. One of these import terminals is planned in Port Kembla in NSW and is expected to cover about 75% of gas demand in the region. The fact, however, is that there is plenty of gas currently pumping out of Australia to cover any shortfalls in demand, but they are locked up in long-running export contracts. These contracts have led to the situation where in order to cover costs, suppliers have reduced domestic supplies to push up the local gas prices and cover export costs they face. These actions eventually led to a funny situation in the middle of 2016 where Australian gas exported to Japan was 40% cheaper than the gas prices Australians had to pay.

The good news for NSW, however, is that there are gas projects in the pipeline for the Sydney and Clarence-Moreton basins. The worrying state of affairs is that these projects may take years before they’re effective. For thousands of Australians that are facing energy poverty, that’s just too long to wait. An early-2018 study by thinktank Wood Mackenzie anticipated a 30% jump in gas prices in the Australian East Coast over the next five years.

Ultimately what the average Australian consumer would benefit from is improved reliability of supply and stable policies regarding gas importing and exporting. A McKinsey report says that NSW will require close to 130 petajoules (123 billion cubic feet) of natural gas by 2030. Stop-gap solutions need to ignored, for more forward-thinking solutions aiming at ramping up supply in the nation. Initiatives such as a country-wide pipeline that envisions getting low-cost gas supply to high demand states is one such welcome proposal. That idea, however, is still in the study stage and Australians currently, seem to have been deserted by their governments.
