The Facts So Far

More than 95,000 households in NSW live on embedded electricity networks, think apartment blocks, retirement villages or commercial developments where electricity is re-distributed internally.

These households often face limited choice and higher costs because they can’t freely switch retailers like households connected to the main grid.

What the Upcoming Price Cap Does

The planned cap will limit how much embedded network operators can charge per kilowatt-hour, which essentially aligns them more closely with what consumers pay in the energy market.

According to Minister for Energy, Penny Sharpe, “This action plan is a decisive step to making sure every energy consumer in our state, regardless of where they live and work, can access a fair energy deal.”

Alongside that, the reforms include other protections:

  • Access to the NSW Energy and Water Ombudsman for disputes

  • Eligibility for rebates and state/federal energy support programs

  • Constraints on long-term supply contracts that lock people into unfair terms

Why This Reform is So Impactful

For many households, electricity is already one of the largest line items in the budget. With cost-of-living pressures continuing to pose an issue for a majority of the country, some households are receiving bills that are hundreds of dollars higher than before; even when their usage hasn’t changed significantly.

Minister for Better Regulation and Fair Trading, Anoulack Chanthivong states, “These new measures will create a more sustainable and customer-focused embedded network market for the future.”

Embedded networks have historically lacked the same oversight and flexibility in choice as standard grid supply.

This cap is intended to reduce that gap and give these households ‘fairer’ pricing.

What’s Next & When It Begins

Implementation is expected over the coming months. Once it starts to roll out officially, retailers will notify affected customers directly about the new rates and how it applies to their premises.

The reforms follow a wide-ranging review by the Independent Pricing and Regulatory Tribunal (IPART), in which 36 of 38 proposed recommendations were adopted.

What You Should Keep An Eye Out For

If you believe that you’ll be affected by the upcoming price cap, keep an eye out for the following:

  • Changes in your bill structure

  • Notifications from your provider about capped rates

  • Whether your property qualifies under the embedded network definition

  • Availability of consumer protections and appeal routes through ombudsman services
