People say that Victoria is one of the most competitive energy markets in the world. That’s what they say, but does it really feel that way for you, your family or your business? While Victoria has a reputation as a power shopper’s paradise, the data doesn’t back this up. Between January and March of 2018, the rate of people who have had their power disconnected due to being unable to pay their bill jumped by over 10%. Since July 2017, 39,544 Victorians have been unable to pay their power bill and have subsequently had their power cut off. This is 22% higher than the period from the previous year. Not only that but the raw dollar amount you have to pay has gone up as well. More than 50% of customers on hardship plans have more than $1000 on their bill, this is up 7% from the previous year. Victoria’s Energy Landscape
Since 1921 all of the electricity supply and distribution in Victoria was controlled by the State Electricity Commission of Victoria. The SECV controlled everything, they generated the electricity, transmitted the electricity and distributed the electricity.
The Victorian Energy Market as we know it today really got going in the early 90s. In 1993 the SECV was split into five smaller companies, each one handling a different aspect of the electricity business.
The goal here was to sort of split the energy industry into two areas. On the one hand there would be transmission and distribution, which accounts for wires, poles and power plants. On the other would be the retail side. This was intended to promote competition and lower prices, but the lack of regulation on the retail end of things lead to skyrocketing prices which could be costing Victorians around $250 million every year.
Nowadays electricity distribution in Victoria is handled by five different businesses, each one overseeing a different area of Victoria and/or Melbourne: Citipower for the inner city of Melbourne, Powercor Australia for the western suburbs and West Victoria, Ausnet Services for the Northern and Eastern Suburbs as well as east Victoria, Jemena for the northwestern suburbs, United Energy for the southeastern suburbs and Mornington Peninsula.
In terms of electricity generation, Victoria is mostly powered by a number of brown coal plants dotted across the state. This is in quite the contrast from other regions of the country. For example Queensland is Australia’s largest energy exporter , and mostly exports black coal. Brown coal has a major issue when it comes to generation as it contains quite a high amount of water. This is an issue because the brown coal is more difficult to combust than black coal, this makes electricity generation more difficult and produces more carbon. This is why black coal is more favoured globally when producing electricity. However Victoria has so much cheap brown coal available it will continue to burn it for many more years to come.
In terms of renewables Victoria is making some progress. In 2016 the government approved the construction of a $650 million dollar wind-farm in western Victoria. This project is part of the Victorian government’s plans to hit a 25% renewable energy target by the year 2020. Initially it was only expected to generate enough power for 140,000 homes, however more recent estimates have driven that number up to 340,000. The project is expected to create over 300 jobs as well.

Some plans only use a single use tariff, which charges the same rate for electricity regardless of what time of day it is. Other plans such as a two-rate tariff may feature both off peak and peak rates. This is all up to the discretion of your provider and can depend on what state you live in.
Just like with peak usage rates, off peak rates depend on your supplier, tariff, and what time of day it is. If you are on a single rate tariff, you won’t typically have to pay a peak or off peak rate. Generally off peak rates occur during the times of day where electricity usage is lowest, and are charged at a lower rate.
Paid your bill on time? Congratulations! Most retailers love this, and as an incentive they will sometimes offer super competitive pay on time discounts. These operate as an incentive to pay your bills on time. If you do so, you will receive a discount on your power bill.
However, makes sure you pay it on time every time. An outstanding bill will impact your pay on time discount. These can really add up and sometimes big price hikes are hidden behind the discount.
These work pretty similarly to pay on time discounts. If you pay your bills using direct debit, some suppliers will throw in a direct debit discount as a reward. These can leave you with a little extra cash so make sure you check to see if your provider offers them.

Do keep a close eye on it, and know the date your discount period ends. Otherwise you could be in for a shock 12 or 24 months down the line when your power bill suddenly spikes.
