Tasmania has one of the most unique energy situations in the entire country. For many years, every step of how your electricity got to you, from generation to retail, was handled by some form of a government entity. It begins with how your energy is generated. Did you know over 90% of Tasmanian energy comes from renewable means? This the result of over 100 different hydroelectric dams dotted about the state. All these dams are owned and operated by Hydro Tasmania, a state-owned enterprise, that also takes care of an array of wind farms.

Hydro Tasmania is a Tasmanian institution. In fact, it can trace its roots in the state back over a century, to 1914, when the state government set up the Hydro-Electric Department (which was later renamed the Hydro-Electric Commission or HEC). The Hydro-Electric Commission quickly assumed control over some of the previously completed dams and established itself as the major energy generator in the state.

Following World War Two, Tasmania’s dam construction in Tasmania saw an upturn . A number of public works programmes lead to a flood of new workers keen for some employment. Initially, most of the new dams being constructed were in the centre of the state, but as the years wore on, more dams were constructed in the outlying western and southwestern rivers. The idea was, back in the day, to use every last drop of the state’s water resources to generate energy.

Eventually, the construction of more dams began to meet with some public pushback. It was becoming increasingly apparent that the HEC has an extreme amount of influence in regards to Tasmania’s environment and energy. This came to a head when the HEC announced it wanted to dam the Gordon River below the Franklin River. The public was having none of it, and by 1983, after an unpopular referendum, and a blockade from environmentalists, the Gordon-below-Franklin dam plan was abandoned.

In the 90s, all across Australia, government entities like the HEC were being sold off or converted into state-owned corporations. The HEC suffered a similar fate as part of the privatisation fad that was sweeping the nation. The HEC was converted into three companies, Hydro Tasmania (a generator) Transend Networks (a distributor) and Aurora Energy (a retailer). All three companies remained owned by the Tasmanian government, but now operated as separate companies.

2016 Tasmanian Energy Crisis

In 2016, Tasmania faced an energy crisis. Over the years, Tasmania had grown very dependent on hydroelectricity, so much so that a non-hydro plant was decommissioned. However while hydropower is great, there can be a few problems with it. One is that you become very reliant on rainfall in order to keep your situation steady.

The problem for Tasmania was that in the previous two years, 2014 and 2015, they had sent a lot of surplus energy over to Victoria. Then Tasmania hit a period of lower rainfall. Then the cable that connected Tasmania and Victoria experienced a fault, and suddenly Tasmania was left with very low levels of stored energy for its citizens.

Once this happened, an emergency plan was put into action. Firstly an old gas-fired plant was turned back on out in the Tamar Valley. Secondly, a bunch of agreements were struck with some massive users in the state, namely two smelters and a paper mill, to reduce their electricity usage. Then over 200 MW of diesel generators were sent out all across the state.

Although some difficult decisions had to be made, the problem was largely taken care of within the next few months. With the faulted cable fixed, Hydro Tasmania let the state know that they would be resuming normal operations in May of the same year. This news was greeted with some higher than average rainfalls for that time of year.

Smart meters are an interesting new development in electricity meter technology. They offer a much more effective reading of your electricity usage but taking a reading every thirty minutes, rather than every three hours. They then send their data out as well, which means traditional readings might be a thing of the past.

Your electricity usage charge is a big portion of your electricity bill. Its a charge your receive based on how much electricity you use. The more you use, the more you might be charged, and in theory, if you used no electricity you’d have no electricity usage bill. Generally, these charges vary in price, but are often somewhere in the ballpark of 20c per kilowatt, to 30c per kilowatt.

This is the charge you receive to remain connected to your energy network. In Tasmania this energy network is TasNetworks. This charge might appear as cents per day or a larger sum. Your usage rates can be quite different from provider to provider, so take the time to compare.

These are a little tricky to understand. A tariff is how your energy use is structured, and it affects how you’re charged. Depending on what tariff you’re on, you might get charged differently. Off-peak is the other side of the peak usage coin. An off-peak rate is what you’ll be charged during a period of time not classified as peak or any other type of period. You will only get off-peak rates if you’re on a two or more rate tariff, so if you’re just on a single use tariff, you won’t have to worry about it too much.

Paid your bills by the due date? Congratulations, you may be eligible for a pay on time discount. Energy retailers offer these as an incentive to pay your bills on time. Often these can lead to sizable discounts on your power bill.

However, if you don’t pay your bill in full by the due date, you might end up paying standard rates which can be quite expensive. So make sure you stay on top of everything, or opt for a plan with a guaranteed discount.

This is quite similar to a regular pay on time discount. Instead of receiving a discount for paying your bill on time, you’ll receive a discount for paying your bill via direct debit. It’s that simple.

Remember when you signed up for your energy provider? That discount you were offered might have expired. That’s because these discounts are typically applied for only a set period of time, often somewhere around 12-24 months. Once that discount expires, you’ll be on default rates and might be in for a nasty price spike.
